Abigail Smith Judstra

Senior Manager, Federal Affairs

Abigail joined The McManus Group in October 2025 and serves as Senior Manager, Federal Affairs. Mrs. Judstra analyzes legislative and regulatory developments, prepares policy materials, and helps clients effectively engage with Congress, HHS, and CMS to advance their healthcare policy priorities. 

Prior to joining The McManus Group, Mrs. Judstra worked at the National Governors Association (NGA) on the Government Relations team where she advocated on behalf of Governors to Congress, federal agencies, and the Administration on topics including health, human services, disaster response, and homeland security. Mrs. Judstra frequently led meetings on the Hill, tracked and reported on legislation, organized Congressional briefings and fly-ins, created talking points for senior officials, and collaborated with other organizations on advocacy strategies. At NGA, Mrs. Judstra also worked on the Center for Best Practices where she supported Governors’ advisors on state-level policy issues like workforce shortages, rural access to care, maternal and infant health, and chronic diseases. Additionally, Mrs. Judstra worked as a Registered Nurse for four years, serving kidney and liver transplant, surgical, pediatric, and COVID-19 patients.

Mrs. Judstra graduated from George Washington University in August of 2025 with a Master Degree of Public Health in Health Policy, and from the University of Tennessee in May of 2019 with a Bachelor of Science in Nursing. Mrs. Judstra grew up in east Tennessee and in her spare time, she leads City Girls DC, a nonprofit organization she founded in 2022 for women to connect and form friendships throughout the DMV, and volunteers as a Programming and Professional Development Director for the Society of Health Policy Young Professionals. She previously served as a Court Appointed Special Advocate for youth in the DC foster care system for three years.
